IMO, there is no such thing as guaranteed speed unless you have leased line. For residential connection it is "best effort" speed as long as it does not fall 2/3 of the speed for your plan then you should be okay.

Ang rate sa first page lahi na karon that was way back 2005, 2009 nata ron. ang 999 1mb na. The cheapest you can get Plan 990.
