if you have western union accounts, don't use passwords that can be found in a dictionary, use combination of letters, numbers and special characters.

There's no such thing. WU uses MTCN or control number. It's like a password for you to get the money, but it's randomly generated. User or the money sender does not assign any type of password (except for the 'secret question' which is not used most of the time).

From what I understand on that post, it's the computer password from WU's outlet. Not a user's password.

I don't think so. Don't underestimate hackers. Remember, Onel De Guzman of AMA? He's just an ordinary student yet he made a big break when he send a virus that hit PENTAGON.

but this western union case, not a hacker, a cracker, or even a phreaker at all.. Lol... just plain burglar happened to know how to install a free 'remote administration software' and knows how to port forward stuff.

Nowadays, it is very easy for a hacker/craker to infiltrate computer systems because som or most of them are ONLINE based. You only need practice, vocabulation and tools.
