    Default ICAC- Anyone?Updated with poll


    I wonder why ICAC (Internet Cafe Association of Cebu) is forcing newly opened and old Internet Cafe in Cebu to be an ICAC member. Membership is 3,000 and the annual is 500. My friend who is openning a cafe soon has no choice but to pay the membership fee kay dili sila hatagan ug mayor permit kung dili member sa ICAC. Balaud daw ni siya sa Cebu City. Does anyone know these things?

    Hmm.. never thought of that.

    I guess we have to read the city ordinance regarding that one. I have to furnish the copy though.

    This association mentioned raised my questions:

    1. What is ICAC is all about?
    2. What is the real purpose of having ICAC?
    3. How do they contribute to our society?
    4. And why in heaven's name meddling with the city government?

    I don't like groups, associations or whatever for the sake of mere presence.

    1. ICAC = Internet Cafe Association of Cebu. In short, this is an association of internet cafe owners or would be owners.

    2. The history of this association as far as I know was that a few of the owners several years back banded together to form the said association to thwart any percieved harrassment that may be inflected on them by some other groups.

    3. This is not so very clear. Last time I went with a friend to see how they are organized, the guy who conducted the seminar was just full of bullies. If you don't like us, then stay away from us. He cannot fully explain what benefits the would be members can get. Except maybe that they can get some kind of influence for intercepting some impending raids by Microsoft. What I heard from my friend is that this actually another kind of racket. The city Hall is requiring new internet cafe owners to be a member of an association before they can get a business permit. It never mentions ICAC but there is no other alternative. Jack Jakosalem is a smart ass. He knows how to corner some for himself that's why he spearhead this idea. He's a paid operator by Microsoft so that in effect ICAC is pretending it could benefit would be members by providing lobby against harsh local ordinances. They even bragg they have the legal eagles to get favor from city Hall. Jack Jakosalem is their main guy in the city Hall.

    4. The city government is a Microsoft stogee. They are using ICAC as their tool to counter antipiracy. See what is the first and main requirement to be a member in ICAC

    Your OS (naturally Microsoft's) must be 100% licensed or genuine otherwise they will not grant you membership. That is for the new owners. But for those who were the older members they are not actually required to do that but ICAC is encouaraging them.

    first and foremost, i wont be talking in behalf of ICAC, only that i know of the exact details that ive acquired as a member.

    *** no one is above the law.
    meaning, ICAC cannot and will not intercept any microsoft raids since doing so will promote piracy. the government cant use ICAC, i mean just ICAC to be fair if thats what everybody is thinking about the goals and the legitimacy of their organization. (daghan i-cafe organizations nagkatag...)

    well anybody can just validate their microsoft receipts upon purchasing their OEMS/installers, well the genuine ones, and present it to the BIR office. not that ICAC is a compulsory organization to be with to have a permit. i guess there still freedom among us ewoks to choose. hehehehe...

    This what they are exactly bragging about... and maybe you are very slow because my friend who got fed up with them because they cannot provide benefits to their members except words (again racket) just left their seminar recently fuming in anger because of their arrogant host and decided to do things which even acknowledge... that provided you know somebody in city hall you can still get a business permit or make a renewal.

    You only have to know who is the right man in the city hall though. I know because I was there with him he got what he wanted. His expenses? ICAC wants 3000 from your pocket. Well he was able to remove the zero to the right. Big savings indeed.

    I give you one hypothetical example. What if ang ilang mga computers sa internet cafe kay puro Fedora Core? Do we have to furnish the copy of the license to BIR nga open source na?

    I have a question for you, what if the cafe is using 100% OS? Why the Internet Cafe has to be a member of this ICAC? Kay ingon man jud sa city hall nga dili daw sila ka issue ug permit kung dili member sa ICAC even if 100% liscence siya? Isnt these another pang iilad or bureaucracy sa gobyerno? Whats the use of Php 3,000 and 500 pesos annual? Is it refundable? Where will the money go? To the pockets of ehemz? Ngano man sa cebu ra naa ICAC? Why implement this ilad thing kay nakapa bug at ra ni sa bulsa sa future cafe owners.

    hehehe... pls read my reply. i said, virtualy nobody can persuade you to be a member just for a sake of a permit. get it. meaning you can have your permit without membership.

    well, i should be considering myself fortunate for not having been through with your friends issue.

    ive been a member for just a year. and guess what, weve been operating for 3 years already. are you reading deodato? for the open-source issue, thats what the government has no jurisdiction anymore. they only require presentations of receipts for the commercial installers. common sense, they wont have to charge you with free softwares.

    as for ICAC, our area doesnt have much things to say against it. theyve helped us anyway. hmmm... i guess this is where nobody-can-please-everybody applies.

    Not true bai. They will not give you business permit unless member ka sa ICAC. Dont fool us bai kay nangutana mi the other day nya di nalang siya mo continue to open a cafe kay kas kaayo sa 3,000 nga membership nya wala man benifit diay. Where will the money go?

    I hope e revise ang city ordinance about sa ICAC kay daghan kaayo ang mga fool aning law. Happy lang ang nag organize aning asociation kay mudako kaayo ang bulsa nila. Imagine lang 3k per cafe plus 500 pesos annual. Wow this is ehemz!
