I think we can, if we put it in our Constitution. Right now, the present Constitutional provision banning political dynasties needs a positive act from Congress for it to have effect. But since the Congress will have difficulty in passing such piece of legislation, it will be a dormant provision until we find some courage to amend or revise the Constitution.
As for me, I would want a self- executing provision with regard to political dynasties. At least, even if we will have a parliamentary form of government, if we will not have political dynasties and limit terms of those who are in public office, it will be for our benefit.
