its not a fault that some people here would throw their own opinion on the issue, afterall, this is a forum... and everybody is free to chip in their own take about the issue at hand.

as i previously said, if theres one good thing that this thread have brought up... its that buyer should be aware of their rights prior to a sale and that they should enforce these rights no matter what.

mr boon may be an honorable man to some and his 25 years in the dog business can speak for itself. though i do not agree with the thread title of the TS (it is a bit extreme, imo), however i wont fault her because she did that out of desperation. if 8 months is not enough justification, then i dunno what is.

ella is at peace now and mr boon have said his piece... the issue between them is at rest now, and apparently all is well between them now.

however, the lessons out of the issue is not. i wont be surprised if one day, or one week, or one month after today, we'll read another thread from another buyer complaining about the same problem. its gonna be a deja vu all over again for all of us. so until that time, we hope to be at peace.

I just came across this thread which I find very interesting.
Please allow me to give my comments regarding dog registration with PCCI for the enlightenment of ella and fellow istoryans.

It is the responsibility of the breeder or the dam owner to register the litter within the period prescribed by the PCCI and so it follows that it's the breeder who pays for the registration. The PCCI issues individual registration and pedigree certificate for each puppy which serves as its permanent birth certificate. When a pup is sold, the ownership of the pup is transferred from the breeder to the new owner.
    How is the ownership transferred?
    1. the breeder affixes his/her signature at the appropriate section (Section A) at the back of the certificate.
    2. the new owner also afffixes his/her signature at the appropriate section (Section B) at the back of the certificate.
    3. if the new owner is not yet a PCCI member, he/she fills up the "Membership Application Form" with a 1x1 ID picture attached.
(NOTE: THE NEW OWNER DOES NOT SIGN A "SUPPLEMENTARY TRANSFER FORM". THIS IS REQUIRED ONLY IF THE BREEDER HAS ERRONEOUSLY SIGNED BOTH SECTIONS A & B.)
    What are the fees?
    1. Membership fee - P540.00
    2. Transfer of ownership - 260.00
plus cost of mailing and service fee ( if processed by a petshop)
Processing period is two to three weeks only.

If you are a breeder and had a litter of puppies, you are given 6 months without penalty to register your litter of puppies with pcci, this is allowed just in case you have puppies that die in between. I sincerely believe not everybody will register a litter on the day the puppies are born becoz you can never tell what can happen before they are vaccinated and sold. As for me I always make my litter application when all the puppies are sold. When you apply for the papers of the puppies, many things can delay the process, make sure the stud owner and breeder is updated in his or her membership becoz both must be updated before the release of any papers. Most of the time the breeder is informed to shoulder the update of the stud owner's membership in order to allow the papers to be release quickly. Color of puppies if not provided also becomes a problem as PCCI needs the breeders comfirmation on this before any release.
Its true that when the papers arrive the breeder will sign Sec. A to transfer its owner to the new owner but Pcci allows the process to go one step ahead if ever the breeder signs a supplemental transfer during the application of litter registration with the new owners application of ownership which allows the new owner to be in the pedigree as owner.
This is the case where Camella's pomeranian was transfered directly to her bypassing the breeders original pedigree which bears the breeder as the owner. These are few of the little things that I learn from the process as I have encountered recently. Hope this will enlighten everybody....
