About muted user

Guys and Mods what does muted user mean? I'm asking this because my friend can't post anymore here in istorya although this person can view his posts.

Obviously, he/she violates forum rules here in Istorya. Please read this 18-page long thread for your friend to know the reason why he/she is being muted.
