the cardboard washers are for non-metalized holes. cardboard washers or any other insulation should never be installed on metalized holes, the metal is used for grounding purposes. almost ALL motherboards today use the metalized holes, fyi which makes the cardboard washers useless.
just ground your casing by connecting a wire to a screw and ground it by connecting the other wire to a metal that goes to the ground. if you don't want to feel the bite when you touch your chassis, wear a slipper kay ikaw mao ang connecting point from the chassis to the ground and by wearing slippers, you are removing that connection so di naka makuryentehan.
