When you talk about employees turn-over, working with the government is a service, a public service. Now, if the GSIS employees did not work to serve the public, they should have entered the private sector.
How do you justify the salary of a mid-management manager of GSIS compared to the salary of the president of the republic? Who deserves a better pay?
