correction: im not comparing. im making an analogy to prove ur logic wrong. there's a big difference there.

complaining nga dagko ang sweldo sa GSIS compared to the teachers is already a wrong comparison in the first place. u should compare it w/ other GOCC's salaries.

i dunno really what the detailed provisions of the SSL are but when this law was passed, we should assume that this law is Constitutional, fair and just. otherwise, this law has not been passed at all. and we all know naman that not all laws are perfect...common sense 101.

yes, admittedly there is some kind of flaw or unfair play going on w/ this SSL.

that's why DBM proposed a SSL 3 that promises not only to increase state workers’ salaries but also bring them to par with employees in the private sector. SSL III would hopefully cure the problem of low salaries and disparity in pay among the more than one million gov't workers.

Imbis mag cge ug kiaw2x let let us know, if nobody has done better than him in GSIS then I should be proud of him.....nobody is perfect so if some of us may think he should do that, do this blahblah, but overall GSIS has improved A LOt...thru Winston's efforts, and he is a Cebuano so we from Cebu should be proud....

ayaw nlng sagol sagola ang terms nga murag chop suey. what u did was a simple comparison between salaries of GSIS and that of teachers or soldiers.

of course we are talking about GSIS. but since u complained or have a beef about GSIS having high salaries compared to teachers or soldiers, one cannot avoid bringing in the SSL and GOCC arguments. and since GSIS is a GOCC to which in general GOCC's have higher salaries compared to teachers or soldiers, u just cannot pick on GSIS only but u also have to pick on other GOCCs as well. but since u picked GSIS solely about this "high salary" issue, that's discriminatory.

u didn't get it in proper context. when a bill is being passed, it goes thru a lot of deliberations until the merits being approved and finally into a law. unless nobody contests it w/ the SC on it's Constitutionality, we have to assume that that law is Constitutional. and if we say Constitutional, it is deemed just, fair, essential, healthy, and so on. but since not all laws are perfect kasi tao lang po, a flaw, imperfection, needed upgrade seen on any law should be done by amending to make it more nearer to perfect or to fit to a given circumstance.

actually, previous SSL's are not flawed per se. heck they could even retain those old SSL without bothering about it. but no, they are just as concerned about low gov't wages not anymore at par w/ the private sector and relative to other issues as well, thus the amendments. remember, the intention is not to be at par w/ GOCCs but at par with the private sector in general.

sa uban pa paingnon, SSL 3 is an "upgrade" of SSL 2...just like ur celfon or PC...u didn't upgrade it because of a flaw or defect. it's because u want it to run faster and more hi tech.
