change the system now kung ang current president or may the next president is way ayo? Why give the current corrupt politicians such power to change the current system? To give them more power?

how about a change in politicians before we change the system... after all it might not be the system which is the problem.

The charter change issue, if I may say, is overrated these days. We know that there is a tedious process to amend the Constitution, why would we believe that the congressmen can easily do it on their own?

There are legal barriers on this issue which should first be resolved. And at the end of it all, any proposed amendment will be voted by the people through a plebiscite. Why should we be worried when the ultimate decision rest in our hands?

The rumor on term extension can never be a reality in this current administration. The president herself already declared for too many times already that she will step down at the end of her term. Besides, any amendment will not benefit the present set of public officials as the Constitution so states.

I will support a move to change the constitution, be it con-ass or con-con... kadto lang mga balaod nga buhaton para sa kaayohan sa mga pulitiko og dili sa kinatibuk-an sa katawhan ang dili nako suportahan... if one of the articles would mean to extend the term of GMA, supak dayon ko...

Benhur Salimbangon wants debate to clarify Cha-cha stand

REP. Benhur Salimbangon (Cebu Province, 4th district) has dared those who opposed Charter Change (Cha-cha) to engage him in a debate instead of leading street protests and rallies, which he said are turned into a propaganda campaign by Communist-leaning leaders.

“In a debate, the people can hear both sides. They can also hear the side of the congressmen on why they are in favor to amend the Constitution. And most importantly, the people can distinguish between black propaganda and genuine intention,” Salimbangon said.

He said he voted for both House Resolution 1109, which called for a Constituent Assembly (Con-Ass), and another measure that called for a Constitutional Convention, in changing the Constitution.

On why he wanted the Constitution amended, he said he wanted a president’s term reduced to just four years instead of six, with a chance at a re-election.

He also wanted salaries for barangay captains, election of senators by region for equal representation, and increased number of Senate seats from 24 to 50.

He said that for several congresses already, most elected senators are from Luzon who showed less concern for Visayas and Mindanao regions.

Salimbangon likewise proposed the reversal of the 60-40 Internal Revenue Allotment (IRA) sharing scheme, with 60 percent going to the local government units (LGUs) instead of the current 40 percent.

In arguing that militant party-list leaders are resorting to black propaganda during protest actions, Salimbangon cited the alleged P20 million that Arroyo supposedly gave as bribe to each of the congressmen who voted for Resolution 1109.

“Of course, nobody believed them anymore. But still, we have to tell the people that they are lying,” he said.

maau kaau ang mga points ni Salimbangon bai. Mao na ang problema ana ron nga Cha-cha resolution, it was so rush... wala gani klaro onsa jud ang usbon. Onya gi dali2x pa jud nila... mamugos pa jud sila nga pwede ra sila bsan wala ang Senate.

There are so many cloud of doubt nagpalibot ani nga resolution, let's get the election over with and let's start discussing it after 2010.
