    I can only imagine what the GDP growth would have been were it not for those stupid rallies and destabilization attempts. Baka nag 6 to 7% pa yan!
    and if not for those stupid persons nga maoy hinongdan sa mga rally... which is the main cause of the countries crisis, maybe it would be better.

    Mao bitaw..and specially if not those leader of the rallies were great pretenders...wala untay mga madamay...uswag na unta ta kaayo.

    Though they is a very high possibility that they are just pretending... but still I would give much weight on the person who committed the mistake that boils down to the crisis. Kay in the first place (balik na sab ko) kong wala pa jud onta sila nanikas... wala onta ipagawas og dili mahatagan og higayon ang pikas kampo.
    Sa panahon ni Clinton sala ba sa nagpagawas sa balita nga nag-igat2x si Clinton mao nagkagubot ang America sa una?

    House probe report sidesteps Garci,
    focuses on ‘conspiracy’ against Gloria

    FIVE House committees which jointly investigated the "Hello Garci" wiretapped conversations yesterday adopted a final committee report which gave more weight to the alleged opposition conspiracy to unseat President Arroyo than to the alleged cheating in the 2004 presidential election.

    The report also practically clears former election commissioner Virgilio Garcillano of any liability for his alleged masterminding of the doctoring of the results of the election to ensure Arroyo’s victory.

    The five panels led by the committee on public information chaired by Rep. Emmylou Taliño-Santos (NP, North Cotabato) approved the fourth version of its report which carried almost the same findings and recommendations as that of the 18-page third draft report released on Feb. 18.

    The other committees composing the joint panel are suffrage and electoral reforms of Rep. Teodoro Locsin Jr. (PDP-Laban, Makati); public order and safety of Rep. Amado Espino (Kampi, Pangasinan), national defense and security of Rep. Jose Solis (Kampi, Sorsogon) and information-communication technology of Rep. Simeon Kintanar (NPC, Cebu).

    Taliño-Santos said the AFP has yet to submit its report on the alleged involvement of four generals in election cheating and the Bangko Sentral on the authenticity of Garcillano’s passports.

    Rep. Gilbert Remulla (NP, Cavite), former chair of the lead panel, said the final report extensively discussed the opposition’s alleged plot to oust Arroyo while accusations of a cover-up on the part of the government was not given the same emphasis.

    The report centered on the alleged plan of the opposition to forcibly remove Arroyo through the "Hello Garci" tapes. The issue was extensively discussed in one whole sub-topic ("The Opposition as Destabilizers: The Tale of the Tapes") of the 19-page final report.

    Without delving into accusations that Arroyo stole the 2004 elections, the conclusion on the cover-up on the part of the government focused on the conflicting statements of Press Secretary Ignacio Bunye who in June last year presented two versions of the "Hello Garci" recordings.

    The report said lawyer Alan Paguia, who claimed to have released the 32-minute CD version taken from portions of the original tapes sent to former Sen. Francisco Tatad, and the latter are members of the opposition.

    Therefore, the report said, it was "difficult to escape the conclusion that these so-called wiretap tapes, whether genuine in whole or in a part, or completely fabricated, could have just materialized out of thin air and fallen fortuitously on the laps of the persons who brought them to public attention."

    "Indeed, there is compelling reason to believe that, if not their production, then certainly acquisition and subsequent publication were actively sought and were components of a plan involving several persons and considerable financial resources, with the aim of embarrassing the President into leaving office or failing that, toppling the government by the political mass action generated by the scandal," it said.


    On the stonewalling of officials and the inconsistencies in Bunye’s statements, the report said "Malacañang was clearly at an utter loss to explain the tapes and on at least one occasion, attempted a cover-up."

    Bunye, in making public the "Hello Garci" CDs last year, said one version was spliced and the other was the "original" which he said contained conversations between Arroyo and a "Gary," said to be a political officer of Arroyo’s party, Lakas.

    "This only raised more issues and answered none. How did he know which was which? He later said he had relied on the labels of the CDs, one saying it was fake and the other genuine. But why would anyone send out a pair of contrasting tapes, one self-admittedly a fake and the other claiming to be a true reproduction?" it said.

    "And why would Bunye rely on the labels? Was he adopting the labels as true? He appeared to have done so, claiming that one tape contained the President’s voice but he later disowned his statement."

    In sum, the report said, "a conspiracy clearly existed to topple the President by embarrassing her with the so-called Garci tapes" but on the other hand, "the administration could not and would not confront the tapes, contributed nothing towards arriving at the truth about them but on the contrary attempted a cover-up."

    Aside from ordering the appropriate committees to review of RA 4200 or anti-the wiretapping law, the joint panel recommended further investigations into Garcillano’s alleged flight amid the scandal.

    It recommended the arrest of Samuel Ong, the one who claimed to own the "mother of all tapes," for having snubbed the House hearings and asked the AFP Inspector General to file charges against T/Sgt. Vidal Doble, allegedly the one who wiretapped Garcillano, for violation of the AFP’s Articles of War and Code of Ethics. – Wendell Vigilia

    what could be other purposes of showing to the public this issues? to make GMA happy?

    the opposition at the time of ERAP also brought the issues to the public to embarras the president. so what's new?
