    “No,” said Daanbantayan Mayor Sun Shimura, as he assured that he and his mother, Vice Mayor Ma. Luisa Loot, will still be throwing their full support behind the programs of the Provincial Government.

    Although Garcia might be “one-sided” in her decision, Shimura said they still consider as a mere “misunderstanding” the filing of administrative charges against him and his mom.

    “It (filing of charges) doesn’t affect our political relationship with Governor Garcia. Our municipality would have not been upgraded if not because of the Garcias,” Shimura told Sun.Star Cebu in an interview last night.

    Gov. Garcia gave the go-signal for the filing of the administrative charges against Shimura and Loot, for their alleged failure to implement various Capitol-initiated development programs and to maintain a Province-owned vehicle given through an agreement the municipality entered into with the Provincial Government.

    However, Shimura confirmed that Loot went to see Garcia at the Capitol recently to talk about the matter.

    When he arrived, Garcia walked out on his mom, who was crying inside the office.

    Deal

    While the filing of the charges against Shimura and Loot was approved by Garcia, Capitol spokesperson lawyer Rory Jon Sepulveda told a press conference yesterday that it was done “to give emphasis on the importance of the memorandum of agreement that they (towns and Province) signed.”

    The two administrative complaints were filed by Provincial Social Welfare and Development Officer Marivic Garces and General Services Office officer-in-charge Bernard Calderon.

    Garces and Calderon alleged that the municipal officials committed “gross negligence and dereliction of duty” under Section 60 of the Local Government Code for their failure to implement Capitol-initiated programs, such as the Early Child Care and Development and Saksak food program and for their failure to maintain a Capitol-issued vehicle.

    Hello guys, im just new here..but anyway,judging from your arguments and conversations, there is a sense of emotional subjectivity among pro-gwen, pro-tommy thread posters..although most points raised are objectively scrutinized but biased in some sense..anyway, setting aside all your brouhahaasss, whether all of you like it or not, it is really obvious that this 2010, gwen's family will really control cebu politics, and i mean city and provincial politics..of course only the educated and the scrutinizing type will know the misdeeds of the garcias and osmenas, but sad to say if you'll just try to get the pulse of the people, especially the masses, you will come to realize that most cebuanos will try their luck with the garcias..on the p.r. aspect, the garcias already won tremenduously, given osmena's erratic temperament and his love to instigate a fight. When people read the news, people would not care to read the details, and just by reading the headlines wherein tommy is starting a quarrel again and again and again,,that really discourages most cebuanos..believe me guyz, sorry but that is the truth..im not a pro-gwen or anti-tomas..i know what tommy has had done for cebu city, but of course he is not entitled to take the credit solely because it was actually lito osmena who did the ceboom thing, and tommy was just the facilitator of lito's projects.well, basing on my studies with how gwen handles the p.r. thing, she is superbly excellent. remember guyz, politics is really about perception. with the way gwen is doing things, she is doing it excellently.tomas and gwen really have different forte and styles as well. their politics is really well defined, gwen as a woman and tommy as his man. historically, a male politician is really fond of leaving legacies, physical infrastructure that they can leave behind..whereas female politicians usually do the nurturing and sustainability..and judging from their projects, tommy has SRP,which is his "statue of liberty", his pet while gwen was very busy doing all the maintenance related and nurturing works in government..garcia was right all along to develop provincial properties, and gwen doesn't have to do reclamation projects as the province has a lot of properties inside and outside the city as well. i guess, tommy's and gwen's mistakes are just very minor when compared to the magnitude of their responsibilities and political power, although these mistakes might be unbearable for us ordinary mortals.but its obvious gwen is a better manager than tommy although tommy might be the better administrator..gwen has shown her politics excellently and she has so much political weight that one cannot really resist her. i think cebuanos cannot imagine gwen's absence in cebu's political arena..for example, try to think if there would be an elections where osmena and garcia can exactly be opponents..it seems cebu can have gwen even taking tomas out of the picture, but never will it be that cebu will only have tomas without gwen in the picture..see my point?
