Like my hometown Naga...kung income ray hisgutan...aw dili na problema, imagine Kyocera manufacturing plant sa Cantao-an, South General Hospital sa Tuyan, Salcon Power Corporation ug ang extension na Korean Electric Power Corporation, Pryce Gas Industries, the big APO Cement Corporation, mga quarries all over, Sarimanok Agriculture, etc...etc...

I think he was refering to the IRA na makuhaan. it is not in the pop vs. land area. they fail to meet the 100M annual income requirement.

I think imong pasabot ana is Chartered City(i.e. Cebu City, Danao City and Toledo City). I think under gihapon sila kay dili man to sila Chartered city.
