It IS illegal to use smart cards not issued by the service provider to use their service for free.
I would compare it with wire tapping in regards to skycable.
You can discuss the dream satellite service, no problem, but do not offer or refer to sources where you can obtain such illegal smart cards, or other "hardware" to watch dream cable for free.
Most of Commercial Sat is hack like Dream. I Dont want to mention what bird I am aimed, but got lots of HD channels currently. Its just a matter of getting the right stuff and having good hardware support.
If anyone planning to get one for fun, make sure to search for the right stuff, if possible get the one with ICS/IKS feature. It's problem free most of the time than any other STB, you may only need to upgrade your firmware like once a year, only if necessary (or not at all). It's not just fun (watching pacman fight on your living room on your HDTV live broadcast) but educational as well, it wil broaden our knowledge with the technology.
So have fun (with great HD PPV movies/sports) while learning as well.

NTC and PNP lately have already conducted raids on establishments here in Manila that sells these products. Basically, scrambling the satt signal is all there is. Only by changing the algorithm can solve this issue.
But looking into the technicality of this. I dont think it is illegal to decrypt or decode the scrambled data that you could capture on air. SattComm is of broadcast type which means anyone can receive the signal. The only way to restrict data access is to encrypt it. Someone out there has the capacity to decode the signal. The only violation here is the breach of privacy.
