example lang hap..
MIT - Massachusetts Institute of Technology - held university status but retained its name
TIT - Tokyo Institute of Technology - held university status but retained its name
CIT - California Institute of Technology - held university status but retained its name

therefore,
CIT - Cebu Institute of Technology - can hold university status without changing the name
