    Kanang mga taga CITOM dili kamao modirect ug traffic.

    Imbis walay gridlock ang usa ka intersection, ma tanggong na hinuon ug naay taga CITOM.

    Dili pa gyud makadakop ug mga abusadong Pulis. Mahadlok!

    read the article in sunstar yesterday and today. about joel garganera and his encounters with these towing companies contracted by CITOM.
    actually this is true, ive argued with the administrative officers of CITOM and questioned them why they wont "siren" are at least use their public address system, when it is mandated by law that they will give their "prospective" milking cow, one hour warning before they will tow it. ang mga buangon hinuon, mag hilum2x ug backing sa imo sakyanan nya carnap dayun. amo silingan, ni urong cya kay mag abli sa gate aron mo sulod cya, wla man cya katabang. so naug cya iya auto nya sulod sa ilaha para mo abli sa gate, imagine, in less than 2 mins since he stopped and got out of the car, ang RW nag position na sa iya likod padung na unta mo latch! ma himbung lang ka kung naa ba security cam ang dalan dri sa ganciang or naa ba tow truck ga tago or ga lurk somewhere na wlay 5 mins dri, ma wagtang imo sakyanan, kay gi tow na diay sa mga tibaghak. tag 6 or 7 bya na sila kabuok mag sunod mag hunting murag tanod mag patrol...

    Theft case vs. councilor

    A COMPANY commissioned by the Cebu City Government to implement its towing ordinance has accused an opposition barangay councilor of theft and grave threats.

    Mark Anthony Antog Buyo, 26, a representative of One-Stop Towing Services, accused Tinago Barangay Councilor Joel Garganera of stealing a one-gigabyte memory card for a digital camera and threatening to bash in Buyo’s and his companions’ heads.

    Interviewed separately, Garganera said he will welcome it if the private towing service personnel he tangled with during the Holy Week will file a formal complaint against him.

    He said he never even held the camera in question and could not have taken any memory card. He also denied he threatened that the man would end up “buk-an sa ulo” (having his head bashed in).

    What he said, according to Garganera, was that the person was “gahi’g ulo” (stubborn).

    The incident reportedly occurred past 1 a.m. last April 8 at the corner of Don Jose Avila and E. Ramos Sts. in Barangay Capitol Site.

    According to the report Buyo filed at the Fuente Osmeņa Police Station, traffic enforcer Jonathan Romares and fellow towing services workers Gerald Buyo and Allan Hikin witnessed the incident.

    Buyo alleged that while they were towing a Suburban, Garganera suddenly came and ordered the towing crew to unload the car. Garganera then grabbed the digital camera from Buyo and took the memory card inside.

    No siren

    After doing so, the barangay official allegedly threatened Buyo and the witnesses by saying, “Pataka lang mo og implement sa balaod. Nganong wala mo mo siren daan, pang buk-an ta mo sa ulo ron (You’re not enforcing the law correctly. You didn’t even use a siren first. I just might bash your heads in).”

    But Garganera, who is a vocal member of the city’s political opposition, said the incident made him see firsthand how the towing ordinance was wrongly implemented.

    He said that he was talking with lawyer friends after a basketball game near Cebu Doctors Hospital around 1 a.m. last April 8 when they saw a vehicle being unceremoniously towed by a tow truck.

    He said they felt sorry for the owner, who ran up to the hospital and left his car in a rush, because the man looked doubly sad when he returned to find his vehicle already gone.

    Under the ordinance’s implementing rules, Garganera said, traffic enforcers are supposed to warn the owner through a public address system that his vehicle is being parked illegally.

    If the owner is not in the vicinity and does not respond, he said, that is the time for the City Traffic Operations Management (Citom) to tow the vehicle.

    He said that they staged an entrapment and “planted” a lawyer-friend’s Ford Expedition in the same spot where the man’s vehicle was taken.

    After 10 to 15 minutes, the same tow truck passed arrived and immediately readied the devices in removing the vehicle.

    Garganera said they then told the personnel in the truck that what they were doing failed to match the ordinance.

    He said the traffic enforcer admitted to the mistake.

    But the driver of the tow truck, Garganera said, insisted that they tried looking for the owner of the vehicle before trying to take it away.

    In a separate interview, Citom Executive Officer Arnel Tancinco said that before Mayor Tomas Osmeņa left for the United Sates last March 28, he instructed that the Citom do away with warning the motorist before towing the vehicles.

    “The purpose of this exercise is useless…. We cannot allow our outsourcing source to go out of business,” he told a press conference last March 27.

    Tancinco said they already consulted City Hall lawyers last week for the possible filing of complaints against Garganera. (With RHM)

    kinsa man kuno cya para i-modify without and formal proceeding ang guidelines sa ordinance?

    i also had my car towed and the only thing i got was a notice that it had been towed away. no warning or whatsoever. pero in fairness to them, theyre just doing their job and sayop pud nako ngano ni parking ko sa di angayan parkinganan.
