Phase out? Gamit man gihapon ang Vatican ug "latinus lingus" (that was a joke). If you say phase out, totally gone and no one is using it.

actually, the vatican's official language is Latin. It's official communique is still latin. Foreign affairs reports by nuncios are still in Latin, government memos are still in latin. Their ATM machine has even a Latin option.
And there are people in the vatican, who continually add "contemporary" words to be Latinize ,i.e, there is no latin for Globalization or Personal Computers, they are the guys responsible for making a Latin equivalent.

Sa ako-a lang nasabtan, "Latin is a dead language". It's not used often just like before, during Catholic Mass. And the church goer will listen to it without understanding? Why would the priests and the church do that? Are they teaching us something that we don't know?
