He said Abueva insisted on crossing the second cordon and introduced himself as a policeman, but this time, Carillo blocked his way.

Abueva reportedly calmed down, but sped away from the fire scene.

“I explained to him that the area was cordoned to allow easy access for the fire trucks and the ambulances. Ako siya giingnan, ‘Pulis man kaha ka, ikaw unta ang unang murespeto sa balaod.’ Ni-backing dayon siya ug padagan, unya naligsan na hinoon niya ang pulis so ako na gyud siya gipa-arrest ug gipa-turnover sa fire investigators kay nagsinumbagay na man.
