    now back on topic - wala jud japon labot si Pablo sa SRP oi, gusto lang na niya gamiton para mo sikat kai kahibaw siya daghan tawo ma intriga once na iya na hilabtan. nya mailhan dayon sila sa mga tawo this coming election. sakto ba na nga mag sugod ka investigation sa usa ka butang para lang maka benefit ang imo ra kauglingon? unya in the expense na ma sacrifice ang kalambu.an og kaugma.on sa pag panarbaho? kamo nalang timbang2x ani og pila ka jobs ang ma generate inig boom sa srp.

    that's exactly among the points raised why the FLI deal is putting the gov't at a great disadvantage. LOLs (that's how to think economics 101 my friend) 10K is not even called reasonable!!!

    The issues raised by Capitol against the FLI deal are very much valid and is becoming a very serious and compelling one day after day and cannot anymore be dismissed as only a ranting of a political foe...wake up!

    please remember that if not for Pablo John, the SRP would have been realized 5 yrs from now pa, or worse, never jud....remember the SC decision?

Pablo John Garcia said the city and FLI only have themselves to blame.

    “If the House Inquiry will lead to the termination of the agreement, dili tingali si Congressman Pablo John ang sad-an niini kun dili ang naghimo niini (agreement). Kinsa man ang nagsuwat sa maong provision? Dili man ang kapitolyo, dili man ang congressman kun dili sila ra,” Garcia said.

    CEBU, Philippines - The joint venture agreement between Cebu City and Filinvest Land Inc. is keeping both city and provincial officials busy.

    Cebu 3rd District Rep. Pablo John Garcia, who believes the deal is anomalous, cites similarities with the controversial Philippine International Air Terminals Corporation (PIATCO) contract for the construction of Ninoy Aquino International Airport Terminal 3.

    According to Rep. Garcia, the Supreme Court voided in the case of Agan Jr. versus Piatco as contrary to public policy because there was a question on Concession Agreement as it contained material and substantial amendments that deviated from the original terms that makes it an entirely different contract from the subject of the bidding.

    While the officials from the province are pointing out the problems, the city officials are also busy parrying the accusations and saying that everything is above board.

    CEBU third district Rep. Pablo John Garcia warned Cebu City Acting Mayor Michael Rama, city councilors, and other officials that they could be held liable for malversation should it turn out that titles to two hectares of lot at the South Road Properties (SRP) were indeed already transferred to Filinvest Land Incorporated (FLI).

    Garcia claimed the transaction is in violation of Commission on Audit (CoA) rules regarding payment of taxes and incidental expenses in the sale of government-owned lands.

    Under Section 23 of the joint venture agreement between FLI and the Cebu City Government, the city allegedly bound itself to pay “all capital gains taxes and documentary stamp taxes, as well as survey fees and other expenses accruing in the sale and transfer” of the 10.6 hectare property acquired by FLI by outright purchase.

    “This is in flagrant violation of Section 197 of COA Circular No. 92-386 that provides that expenses to the registration and transfer of ownership from the local government to the vendee shall be borne by the vendee,” said Garcia.
