P12.5M Landon fire
LIKE a wildfire razing anything that stood in its path, yesterday’s fire in downtown Cebu City reduced houses to ashes in just minutes.
That was how Supt. Esmael Codilla, Cebu City fire marshal, described the blaze that destroyed an estimated P12.5 million worth of properties in the adjoining barangays of Sta. Cruz and San Antonio.
Sta. Cruz Barangay Captain Jerome Lim said the fire was the most voracious he has seen in his life.
“Dali ra gyud kaayo nahurot ang lima ka balay, minutos lang. Dili ta ka-blame sa bombero kay lagi ang na-una pagkasunog light materials man,” he said.
He said that in Sta. Cruz alone, at least 30 families were left homeless.
Codilla said that because of the intense heat when the fire started at the house of the Alo family in Sta. Cruz, the flames went across R. Landon St.
Eusebio Alo, 42, told reporters that the fire started at the ceiling of the house of his uncle Angelo Alo, which is adjacent to his house.
Eusebio, who sells barbecue along the road near the gate of the Alo Compound, said he was preparing his food when the fire broke out. He said the fire was so quick that they no longer had time to salvage valuables.
With flames still threatening many houses, Lim instructed his tanods and barangay personnel to create a cordon around the affected area to keep thieves at bay.
Shelter
He said last night that he was at a loss where to shelter the fire victims because the barangay does not have either a covered court or a sports complex.
Cebu City Sports Complex Manager Ricky Ballesteros has offered the facility for the victims since it is the Holy Week and no one will be using it.
Codilla said they were alerted to the fire at 5:44 p.m. and controlled it at 6:55 p.m., an hour and 11 minutes later.
There were allegations that his men arrived late but he said that has been the perennial complaint against the Fire Department.
Dr. Nestor Alonso II, Cebu City consultant, said he came across the same complaint when he was at the scene.
Codilla, however, explained that firetrucks were dispatched immediately after they received the call for help.
He estimated 25 to 30 structures to have been razed by the fire.
The fire spared the Police Regional Office (PRO) 7 Headquarters and its adjacent government agencies, including the office of the Firearms, Explosives and Security Agencies/Guards Supervisory Section (Fesagss) and the Philippine Drug Enforcement Agency (PDEA) 7.
Prisoners
Personnel and police operatives from both Fesagss and PDEA, however, prepared to leave their building.
The closest houses to the PDEA 7 office, which was only separated by a concrete fence, were engulfed by the fire including
that of PO3 Roel Tabaņag of the Cebu City Police Office Investigation Detective Management Branch.
Jesse Tabanao, PDEA 7 spokesperson, said their agency’s 16 prisoners were in a van that was parked inside the compound of the PRO 7.
Tabanao said parents of the prisoners trooped to the PDEA 7 after hearing of the fire and appealed that the prisoners be moved somewhere safe.
Codilla said he raised a general alarm, which called for all available firetrucks in Cebu to respond, because of the swift destruction of the structures.
Aside from Codilla’s men, Cebu Filipino-Chinese Volunteers Fire Brigade Inc. volunteers also responded to the alarm, along with several barangays with firetrucks, like Barangays San Roque and Sto. Niņo.
San Roque Barangay Captain Roger Ruizo said he was helping control the crowd during a procession at the Cebu Cathedral when he learned about the fire.
Help
“Amo gibiyaan ang procession kay naa man miy firetruck, maayo na lang makatabang,” he said.
A Philippine Air Force firetruck also arrived at the fire scene on both sides of R. Landon St., which serves as the boundary between the two barangays.
A few residents said they had to throw stones at nearby boarding houses occupied by call center workers to wake them up.
Cogon Ramos Barangay Captain Omar Durano also brought his men to help control the crowd, which filled up the R. Landon-D. Jakosalem St. junction.
Codilla said they are still investigating what triggered the blaze.
He surmised, however, that a spark could have ignited highly-flammable materials like paint used in the renovation of the Alo family’s house.
Senior Insp. Bonifacio Garciano, Parian Police Station chief, said a nearby fire hydrant did not have water, which Lim said could have been an immediate source for the firetrucks, which sometimes ran out of water.
Acting Mayor Hilario Davide III, who went to the scene, said it was unfortunate.
“I was told there is a fire hydrant pero walay tubig. That’s so sad, very sad,” he said.
Hydrants
He instructed City Councilor Gerardo Carillo, City Disaster Coordinating Council action officer, to oversee the situation, especially the deployment of social workers to assist the victims, particularly in providing them food and shelter.
Davide said that last February, he already instructed Codilla to provide the City with a list of working and defective fire hydrants. He said he will remind Codilla about the report.
In a separate interview, Codilla said the hydrant Garciano and Lim referred to was not really busted, only that the area has very low pressure.
He said that the Metro Cebu Water District automatically closes valves when there is fire to divert water to the affected area but it takes a while for water pressure to build up so they could tap a hydrant.
Codilla said there were no reports of casualties or injuries as a result of the fire as of press time last night.
Chief Insp. Virginia Toledo, Cebu City Fire Department operations chief, said in a separate interview that residents should remain vigilant, especially because of the hot weather.
