    This new listing is caused by the Philippines' strict rules as to bank secrecy. Well it was Congress who crafted it. Therefore Congress must put up a measure that will address new issue. The Philippines belongs to the category of nations which have not yet agreed to change banking secrecy practices. So, the solution would be for Congress to create a legislation that will resolve the concern of bank secrecy matters.
