he's not using a premium account... actually its all CSS where you can customize your profile he's just using background:url("your pic") to change the background image and some hover effect and alot of <div> tags ... pretty good too... and he's hosting his images to imagebucket... im also trying to do it on my own profile. but still thinking of a design

Downside is that it isn't 56K user friendly...
