    Mass evacuation begins in Sulu

    Manila: Residents were being evacuated on Wednesday as the military prepared to attack Al Qaida-linked militants who refused to release one of three Red Cross workers, following a pullout of government forces near the kidnappers' hideout in the southern Philippines, sources told Gulf News.

    The National Disaster Coordinating Council (NDCC) has been preparing for a mass evacuation in Sulu to prevent civilian casualties as government forces were prepared for a "full-scale rescue operation" against the Abu Sayyaf Group which has been holding three Red Cross workers hostage for 77 days at a village in Indanan town, Sulu, the NDCC deputy administrator, Anthony Golez, said in a radio interview.

    "The government can accommodate villagers who want to leave their homes," said Golez.

    Meanwhile, Sulu Governor Abdul Sakur Tan said his declaration of a state of emergency in Sulu prevented local government officials and the Abu Sayyaf Group (ASG) from negotiating the release of Filipino Mary Jean Lacaba, Italian Eugenio Vagni and Swiss Andreas Notter who were kidnapped in Jolo on January 15.

    Authorities could "conduct general search and seizure, including arrest in the pursuit of the kidnappers and their supporters," said Tan, adding that military checkpoints and chokepoints were already established in major roads in Sulu.

    A curfew has also been set in place, but its implementation would depend on the discretion of mayors in Sulu, said Tan.

    Troops, police and civil emergency forces that were earlier pulled out near ASG's cordoned off area were re-deployed, a military source said.

    At the same time, Senator Richard Gordon asked the ASG to give "proof of life" that the three Red Cross workers were still alive and had not been beheaded on Tuesday, the deadline set by the ASG for a total military pullout.

    A TV report quoted one of the hostages, Lacaba, as saying that the ASG members had tied the hands of all the hostages.

    The ASG wanted all the brigade headquarters, battalion headquarters, fire-based headquarters and checkpoints to be dismantled in 14 villages and four towns, and should be stationed in two small towns near Jolo town.
