How do I remove kanang hugaw sa Heatsink.

The one that sticks to the heat sink like hardened dirt. A dirt that cannot be removed by compressed air blower? Its very annoying to look and I can't remove it.

Its a kind of dirt kana makita nimo mag itom2x sa Fins. But It cant be removed by compressed air, or I even tried water and soap.

Anybody seen this in your CPU Heatsinks?
