nagpatagad rani sila kay hapit na biya election. they need to be heard and seen para dili makalimtan.

‘Backdoor negotiations’ on to mend CH, Capitol issues
“BACKDOOR negotiations” initiated by urban poor advocates and some personalities continue, in the hopes of reaching an amicable settlement on issues affecting the Capitol’s properties in Cebu City and their Ciudad project.
City Administrator Francisco Fernandez said informal talks that began in 2007 yet have resulted in several proposals, which he said are not official.
As community organizers and urban poor leaders, Fernandez said he and other personalities are working to restore friendly relations between the City and the Province to help those affected by the conflict, including some 5,000 families occupying Province-owned lots.
Proposals
Several proposals were made to some Capitol officials, including a three-year extension on the payment period for the lots covered by Provincial Ordinance 93-1 and the issuance by the City Government of all the permits for Capitol’s project, Ciudad.
The informal talks, a reliable source said, focus on having the Province extend the payment period for the lots occupied by some 5,000 families in exchange for Ciudad’s permits.
Although Mayor Tomas Osmeña did not authorize the ongoing talks and the proposals, Fernandez said the mayor is aware of them.
“There is no agreement yet but yes, there are informal talks and informal negotiations with some Capitol representatives.
And it’s not new because it started a long time ago. The mayor knows that I have been talking to some people at Capitol and he has not stopped me from doing it. If he stops me, then I will stop,” Fernandez told Sun.Star Cebu.
‘Agreement’
If the proposal is acceptable to the Province, he said that as an urban poor advocate, he will lobby with the mayor and other city officials to enter into a sort of agreement with Capitol.
Ciudad, a mixed-use development project along Gov. Cuenco Ave., was stalled after the City issued a moratorium on new developments in the area. It implemented this after the failed land swap negotiations.
The land swapping agreement between the City and the Province would have ensured the security of tenure of some 5,000 families occupying Capitol properties in the city under Ordinance 93-1.
The ordinance, approved in 1993, allowed the urban poor families to own the provincial lots and pay for them for 10 years.
But because most of them failed to comply, Capitol threatened to evict those who did not pay for their lots in full.
Rep. Pablo John Garcia (Cebu Province, 3rd district), the governor’s brother, confirmed yesterday he received a document related to the proposal, but declined to give the details “because it was given to me in confidence.”
Restore relations
“In general, it is a document that sets forth a proposal to restore the good relations between the Province and the City of Cebu. Certain general issues were proposed there, including the strained relations because of Ordinance 93-1, Ciudad and all other issues affecting the City and the Province,” he told Sun.Star Cebu.
Before commenting on the proposal, Garcia said he wants to know whether the document was authorized by the City Government.
“It’s premature to say anything about it. Any prudent party would first ask whether that document was authorized. We can’t even begin to consider, much less discuss the merits of the proposal if we don’t know if it was authorized by the City of Cebu,” Garcia said.
Issues
Other issues included in the proposal are the amicable settlement on the Cebu City Zoo, a lot for socialized housing in Barangay Apas that was donated by the Province, a housing project in Barangay Busay and other provincial properties in the city.
Another source who requested anonymity admitted that he is involved in the informal negotiations, which is a “friendly initiative” of some people who want to see the Province and the City work together.
At the City Council session today, the council will tackle for final deliberation and approval the proposed ordinance that seeks to limit the use of Province-owned and other government properties in the city.
Councilor Gerardo Carillo said yesterday that during a meeting with the councilors, Osmeña encouraged them to discuss the ordinance thoroughly. (LCR)

ang mobabag sa anything good for Cebu is anti-Cebu, op kors. But to question the contract is another thing. Dili mana nato matawag ug "gibabagan". The contract was already finished and signed and ready for implementation naman na.
if we follow ur logic, nya how about the conflict between Talisay and Cebu City regarding some SRP lots? is it anti-Cebu? i don't think so.
in the case of Ciudad project being blocked, unsa may klaro gyud kno nga rason beh? mao nay mas angay tawgon ug anti-Cebu...
kanang complaint sa Cebu Province regarding the deal between SRP and FLI is already been expected long ago. It is not a surprise anymore mga undo, given the rift between the Igat and the General.

HAVING eight arms and two long tentacles isn’t what has earned the mollusk its place in the English language.
The squid is known for the phrase “squid tactics,” which a politician employs as means of attack on or defense against a rival’s assault.
Experts say the squid has an array of visual signals and body movements used in chasing or fleeing. And it expels ink from a sac to darken the waters and impair enemy sight.
Cebu Gov. Gwen Garcia believes Cebu City Mayor Tomas Osmeña last week used squid tactics when Capitol renewed its offensive against the City-Filinvest South Road Properties (SRP) project.
How? Tomas publicly thrashed Vice Mayor Michael Rama on alleged sins to justify a threat to cut him loose from the ruling party BOPK in 2010.
Lot of ink
That distracted the public and its surrogate the press, which diminished in news value and display the Capitol questions on the SRP deal.
The Rama beating was just too juicy to pass up. Apparently, Tomas, if one agrees with Gwen’s charge, spewed out a lot of distracting material.
The effect was diversion, which is also achieved when a red herring confuses the hounds in hunting.
Gwen says the mayor is an expert on squid tactics. But then few politicians aren’t. She probably even does it better because she’s hardly noticed when she does. She’s effective and polished while Tomas is effective and rough on the edges.
Squid tactics are standard tools. Some politicians have so refined it to an art they can even say, with a straight face and some shred of honesty, they’re not using it even they are.
