use dreamweaver. drag and drop things...
dreamweaver best if you want to practice getting to know some basic stuff.
look at the codes. learn and explore, there are things you can learn exploring things, you might discover some of it yourself.
learn PHP too.
maybe learn flash if you want animation.
you can use netbeans if you can make html script by your own, only if you can do it hardcoding.

practise first the basic concept on building a website... learn HTML coding.. pwde raka maka gamit ug notepad or other softwares like the one mention above (dreamweaver).. kung kabalo naka pwde na dayn ka maka move sa designing sa imong site. gamit na sad ka laen nga softwares ana ex: photoshop.. dghan pa kaayo process dayn ana bro.. like implementing sa imong slicing, implementing... explore lang kapatid! masabtan rana nmu.. basa2x lang online...

don't create from scratch ..it's a waste of time at your level.. better work on what you're good at (marketing, management etc.) and let others code for you..
pero ug gusto ka why not try using CMS - joomla, drupal, xoops, mambo or even wordpress. you start from there.... naa nakay website dayun then hinay2x nalang kag kat-on after.. don't wait for a long period of time to own a site..

yup... CMS is easier... I have recently setup a Joomla! with an XAMPP server, and it's very easy to use... hope mahuman na nako ako site para palit nako domain... hehehe
