for the place u can try casino espanol and cebu city sports near ayala...
we held my cousins debut there...we got the sinulgog 1 and 2 function rooms...its really big!

as for the designer,it depends on how much is ur budget for the gown.
for the invites,try the one located across the sunstar building.i forgot the name...but they're nice coz u can give them ur own idea on what invitation you would like.
