the leaders and the individuals are products of their own culture. In marxist terms: they are merely the products of the superstructure which is dependent upon the economic mode of production.
A leader could only do so much as the system dictates. But as ive said, good leadership et al is merely looking at the problem within its own framework and not from outside.
