hi, intriga ko sa inyong topic. I do have some concerns and questions though.
We have a lot up north of cebu, no title, tax declaration lang. Question is:

1. What are the steps needed to be taken for us to get a title for it?
2. How much would it cost?

from tax declaration then have it titled there will lots of requirements. you will be deadling lots of government agencies. get a list of requirements at register of deeds and then talk to a lawyer.
