Did Gen. Abat's action of proclaiming himself President included in the definition of the crime? Did he incite people? Did it obstruct the execution of governmental functions? I think not.The sitation was normal. People go on with their lives as usual.
Did he distrurb the people or safety or the order of the government? I think not, the vicinity of Clb Filipino was peaceful. No one was inconvenienced.
Did he instigated unlawful acts to stir up people? I think not. Proclaiming himself as President is in no way an illegal act.
The inciting to sedition will fall like a deck of cards at the Prosectors Office. Ask any lawyer.
