    rules of engagement is to neutralize the SUSPECT... meaning not proven guilty pah..

    you only have to use force when the enemy is armed....

    but katong nahitabu.... the suspect was obviously NEUTRALIZED...

    naka hikap nagud siya ato.... Best thing they should do... is put away the gun away from the suspect.. and drag that suspect to the nearest hospital....

    not drag and shoot them to death.....

    At least no lawyer will get those carnappers acquitted on some technicality.

    There are instances were criminals get arrested and in no time they are out in the streets again doing their deed. The policemen are risking their life's to capture these guys just to see them let loose again.
    Don't you think that's a little frustrating?
    This doesn't really excuse what happened here but I would probably act in a very similar way if i would see guys like this let loose again and again. How many times we hear people laughing about the police and calling them ineffective, corrupt etc?

    They just rid us of some criminals who give a sh!t about other people and that's not bad.

    MANILA, Philippines -- (UPDATE) The National Police Commission (Napolcom) on Monday suspended 29 policemen who were involved in the operation in Quezon City Tuesday last week in which three car theft suspects were killed in what authorities say was a shootout but some quarters are claiming could have been a rubout.

    The allegations that the suspects may have been summarily executed surfaced after television footage showed two policemen allegedly firing at the slain men pointblank.

    Interior Secretary Ronaldo Puno, who is also Napolcom chairman, said at a press conference that eight members of the Quezon City police’s anti-carnapping unit and 21 members of the Metro Manila Highway Patrol Group were suspended for 90 days starting Monday.

    The suspension order came after the Napolcom board said policemen involved in the Tuesday operation had committed several violation of standard operating procedure, including the use of excessive force.

    In a six-page resolution, the Napolcom en banc said the suspended policemen committed four violations of police operational procedures, based on the video taken by an ABS-CBN news team of the incident:
    • Some operatives were not in proper police uniform during police operations;
    • Operatives failed to warn the suspects or undertake efforts to persuade them to surrender;
    • Operatives who were caught on camera approaching the vehicle and allegedly shooting an immobilized suspect used excessive force even when “the suspects did not pose an imminent danger of death or serious physical injury to the police or other persons;”
    • Operatives failed to conduct after-operation operations, which include securing the confrontation site, evacuating the wounded, checking for other threats, and accounting for the killed and the wounded.

    “In this case, the police operatives did not secure the site of confrontation and, instead, approached the vehicle without first ensuring that the situation no long posed imminent danger to them. Instead of evacuating the wounded to the hospital, at least one of the wounded suspects was shot dead at pointblank range,” the resolution said.

    But PNP Director General Jesus Verzosa said the Napolcom investigation should not rely solely on ABS-CBN’s video footage.

    “It [video] needs to be clarified because it was a bit dark, it was not all that clear, , so we need to have further investigation on that,” he said, adding that they will also interview witnesses.

    When asked why all members of the operating team were suspended, Puno said: “The failure to follow these procedures is not the failure of any individual that is there. It is the responsibility of the team that is there because these procedures can only be implemented as a team. We are suspending all of them.”

    On Friday, the Quezon City Police District (QCPD) announced that it had relieved anti-carnapping (ANCAR) unit head Inspector Angelo Nicolas from his post following the incident.

    Puno gave assurances all the suspended policemen will be given the opportunity to air their side.

    Despite this, Puno said there is no need to revise police operational procedures, although he said the Napolcom would review these.

    “Our police operational procedures are very clear. If they had followed these, this [incident] would not have happened. So again, if you see one bad incident out of a hundred police operations in a given day, what does that tell you? That there were some people who did not follow the procedures but that, by and large, the police operatives are following the procedures,” he said.

    “It’s [police operational procedures] not encyclopedia-thick. I mean, it’s something you can very, very easily understand and internalize,” Puno said.

    The eight members of the QCPD-ANCAR who placed on preventive suspension include Nicolas and seven police non-commissioned officers.

    The 21 members of the Metro Manila HPG include Senior Superintendent Fortunato Guerrero; Chief Inspectors Allan Rubi Macapagal, James Ramos, Henry Cerdon, and Francis Bunag; Inspector Rogelio Acosta; and 15 police non-commissioned officers.
