sa notepad pede sad. mura raman sya html with addt'l tags.
tried ti install it once pero wala pa gyud ka start.

XAMPP or WAMP will do, then you can use any text editor, notepad, intype, textmate, gEdit, jEdit, eclipse, crimson editor and etc, but recommend zend studio
