I found this nifty little boot timer for windows vista/xp, it does work on vista despite it says upcoming support for it.
Post a screenshot of your boot time and some details on your harddrive subsystem.

XPSP3 mga 20sec cguro.
configured na nako ang msconfig though.
cguro less than 5startup apps.
i have no virus scanner, so far walay problema
cause i dnt download that much and OSRI
dayun ig naa.this has been working since
sept last year.
