Theoretically, these congressmen know what their constituents need. So, they should really be the one spearheading the construction of new classrooms for the youth. Hence, the approval of these congressmen is important, to the mind of the lawmakers.

If the district representatives would be accountable to the funds, there would really be no problem. After all, the people will know very well if classrooms were really built or the congressmen just used the money for his own political needs.

I believe the building of class rooms should be transferred to the LGUs. I also believe the LGU knows their constituents better compared to a congressman who often times cannot be located . Look at mandaue consolacion and lapu-lapu, pwerte daghan ug flyovers nga wala gi gamit sa mga people.
