unsaon dili man gud kuno mo "ON" ang computer kung dili ka kabayad sa monthly power consumption, operators, maintenance and etc. maybe naa na silay approved parameters to arrived on that certain figures. pero i was surprised when i look at my car registration which cost me P169.06 for the computer fee alone then ang computer fee(drivers license) is only that much. i think they are supposed to be the same, right?
but ang dili nako masabtan kining atong electric bill, nganong ingana kadaghan ang mga charges. any idea?
AFAIK, the IT contractor (Stradcom) won the bidding to operate the build-operate-own (BOO) scheme. Stradcom's bid won handily against its competitors. and the prices they set were according to NEDA standards. Furthermore, COA is making its usual regular auditing tio make sure LTO follows internal audit procedures.
So the issue here is not overpricing, but actually how reasonable and justifiable the computer-fee is.
BESIDES, WHAT'S PHP 67.63 for 3 years use of your drivers license? that's only PHP 0.06 PER DAY!!! does that really hurt your pocket? think about it... LOLs
I googled some info and here is what I found out:
(1) The high obsolescence rate of anything related to computers and the govt's lack of funds and technical expertise for a continuing upgrade of computerized systems were what probably made govt decide on a BOO scheme for the LTO-IT project.
(2) It's 24 hours, 7 days a week, 365 days a year of Stradcom's commitment and they regularly check every aspect of the LTO-IT system from the hardware to the software.
(3) "It now only takes an average of 1 to 2 hours to process a driver's license from an average of 3 to 5 months under the old manual system," ~ Stradcom spokesman Vince Dizon
As for the allegations, "Stradcom would like to correct the misinformation being spread that it has been continuously increasing the computer fees collected from LTO transactions, such as driver's license applications and renewals, motor vehicle registration, emission testing and connectivity with insurance firms."
Under the BOO agreement covering the LTO-IT Project, Stradcom is allowed to recover its investment through the collection of reasonable computer fees from each LTO-related transaction and to make adjustments yearly.
The first and last time the LTO allowed Stradcom to adjust its computer fees was in 2006. No computer fee adjustments were made in 2007.
Under the BOO concession agreement, Stradcom is responsible for the following:
(1) development of the software and business process,
(2) providing the hardware and other equipment,
(3) refurbishing the LTO's offices,
(4) training LTO personnel and
(5) interconnecting all of the LTO's field offices with the LTO's main office in Quezon City.
Also, under the BOO agreement, Stradcom was committed to finance 100% of the whole project cost and that not a single govt peso will be spent.

Under the BOO scheme, the govt has no cash out for this P 3.4-B project, which is being funded by Stradcom Corporation.

hahahaah!mao jud.mogasto og pila kay gatos basta text.pero reklamo dayun sa LTO. bisan lng gani kuwang og PISO ang sukli, lalison ghapun, pero kung text na ang reply lang kay "K", wala jud masayangi.
mao gyud. pila raman intawn na ang computer fee wui, 6 centavos a day kng buot huna hunaon. Nya ang texting nga bisyo would amt to 10-20 pesos per day, or more than that!!! mogasto ug piso just to say "K"!!! asa may mas sakit sa bulsa?
