Hmm. I think the concept of good and evil pre-dates the concept of god...Or at least, this is the sequence in which they are conceptualized. It would make sense that way.

i think that, yes, we could say that God is perfect. but that is the most abstract concept that we could grasp - God's perfection. The question then is, if God is perfect, how could us imperfect beings, understand the ways of perfection?
It maybe illogical, it may be irrational, it may be absurd, but that is according to our human minds. we do agree, via negativa, that God is Perfect, but how intricate the manner of this perfection moves is beyond us. This is evident with the development of Logic and the Cognitive Sciences. There are as many forms of logical thinking as there are thinkers. How the Chinese consider logical is different from how the Western world consider logical.
God is perfect, but God's logic is beyond man's capacity to understand unless of course God allows it. God is afterall Timeless, and we are beings in Time. What we see, we experience is always an event, always grounded on the now and before. Our ability to predict the future, through prudence or through other means, is always limited to our knowledge of the present and the past.

not necessarily. such as why we approach the quality of God through the negative, (via negative) what he is not.
So, if God is the superlative of everything ergo God is perfect. but the in-betweens of perfection is beyond us.
