Here's a rough July 1, 2008 estimate for the popluation in Asia.

1. People's Republic of China - 1,322,044,605
2. India - 1,147,995,226
3. Indonesia - 237,512,355
4. Pakistan - 167,762,049
5. Bangladesh - 153,546,901
6. Japan - 127,288,628
7. Philippines - 92,681,453
8. Vietnam - 86,116,559
9. Iran - 65,875,223
10. Thailand - 65,493,298

By looking at those numbers, it's quite impossible. If Philippines has about 6.7M drug users, how much more China and India? The drug users in these countries can even outnumber the whole Philippine population.
