I think this song is about the downfall of someone powerful like a king, emperror, president, etc.. hence the line. "I used to rule the world....now I sweep the streets I used to own". in other words, from someone to noone. The theme of this song is very much like Dylan's "Like a Rolling Stone" and the melody is the same with Satriani's "If I Could Fly".
