try this...
Go to your Desktop PC
Go to Control Panel/Printer
Right Click on the installed Printer icon
Look for "share" and type the name of the Printer
Press OK or APPLY
Go to your Laptop
Go to "Run" command
Type the Computer Name of the desktop w/ printer i.e. \\DESKTOP
(this name is found when you right+click and properties your My Computer at your Desktop PC)
BTW, don't rely on IP address if you're using a DHCP server from your ROUTER..
Always use the HOSTNAME or COMPUTER NAME
In DHCP Server, IP Address would always be different from the IP Pool set in the router.
If a window would show and the shared folders would appear, follow boyguapo's instructions.
Dapat makit.an nimo ang Shared folders/printers if ma-type na to nimo sa run command ang computer name..
if you still can't print any documents or you can't see anything after you type the computer name,
try turning off the firewall of the desktop or add an exception to the firewall settings.

but, I do think your Firewall is enabled still..
try sharing one or two folders and if wala ghpon nakit.an nga files/folder, tungod siguro na sa firewall..
try disabling it for a while..
