    Sibak agad sa pwesto ang 10 miembro ng Task Force Limbas dahil sa paglabas ng isang video footage na nagpapakitang may "overkill" sa engkwentro sa Pasig City nitong Lunes na ikinamatay ng tatlong suspek na carjackers.

    Kaagad ding bumuo ng isang fact-finding committee ang Pambansang Pulisya upang imbestigahan ang 10 miembro ng TF Limbas ng Traffic Management Group (TMG).

    Nakilala ang mga sinibak na sina Senior Inspectors Henry Cerdon, Hansel Marantan at Samson Belmonte; Police Officers 3 Lloyd Soria at Rizalito Ramos; Police Officers 2 Sonny Robrigado, Jesus Fermin at Dexter Bernadas; at Police Officers 1 Fernando Gapuz at Joscel Rey Lucena.

    Matatandaan na si Belmonte ay nabigyan pa ng medalya dahil sa engkuwentro.

    Kapwa nabigla sina TMG director Chief Superintendent Augusto Angcanan at Chief Superintendent Leopoldo Bataoil, tagapagsalita ng PNP, nang mapanood nila ang video footage ng UHF television station na UNTV.

    Detalyado ang kuha ng sinasabing overkill ng mga tauhan ng Limbas kina Bryan Dulay, Anton Cu-unjieng at Francis Xavier Manzano.

    Napaslang ang tatlo matapos ang engkuwentro sa Garnet Road, Ortigas Center, noong Lunes ng gabi.

    Hinihinala ng mga pulis na sila ay mga miembro ng bagong tatag na "Valle Verde Guwapings Gang."

    Sa video footage, ipinapakitang patay na ang tatlong pasahero ng Nissan Exalta (XDD 82 ay wala pa ring tigil sa pagpapaputok ang mga pulis.

    Titingnan ng binuong fact-finding committee kung may nilabag sa rules of engagement ang 10 pulis.

    Ayon kay Angcanan, dapat maipaliwanag kung bakit nakapang-sibiyan na damit ang mga pulis at hindi agad dinala sa ospital ang tatlong suspek pagkatapos ng engkuwentro.

    Aalamin kung sino sa 10 pulis ang mismong kasama sa overkill.

    Tiniyak ng pulisya na walang "whitewash" na magaganap sa imbestigasyon.

    Cops in Ortigas shootout absolved

    No sanctions have been recommended for the 10 policemen under investigation for figuring in a controversial shootout with three suspected car thieves on Monday.

    The recommendation to absolve the officers was made by an investigating committee formed by the Traffic Management Group to look into the shooting. The committee has finished its inquiry and submitted its report to the Philippine National Police chief, Director General Arturo Lomibao.

    The report has not been officially released, but an official in Camp Crame, the PNP headquarters, privy to the investigation revealed the findings to The Manila Times on Saturday.

    The 10 officers were relieved owing to allegations that they used excessive force in subduing the suspects.

    The shooting, which took place on Ortigas Avenue, Pasig City, was caught on video by a television cameraman. It showed the policemen cautiously approaching the suspects’ car with rifles and firing at the occupants, one of whom apparently was still alive.

    The source said the report said the only rule of engagement the officers broke was that they did not bring the suspects to the nearest hospital after the firing died down.

    The PNP spokesman, Chief Supt. Leopoldo Bataoil, said the findings or updates on the investigation of the TMG fact-finding team, headed by Senior Supt. Luisito Maralit, TMG deputy director, would be made known on Monday.

    Lomibao was in Central Visayas inspecting security preparations for events of the 23rd Southeast Asian Games that would be held there.

    Last Friday the PNP Crime Laboratory revealed that two of the suspects, Anthony Brian Dulay and Anton Cu-unjieng, were found to have gunpowder residues on their hands, suggesting that they fired a gun recently.

    The other suspect, Francis Xavier Manzano, had no traces of gunpowder burns.

    The laboratory also reported that ballistic tests on a slug recovered from a policeman wounded in the shootout revealed that it came from the gun of one of the suspects. Relieved after the television footage came out last Wednesday were Senior Inspectors Henry Cerdon, Hansel Marantan, Samson Belmonte; Police Officers 3 Lloyd Soria and Rizalito Ramos; Police Officers 2 Jesus Fermin, Sonny Robrigado and Dexter Bernadas; and Police Officers 1 Fernando Gapuz and Josel Rey Lucena.

    They were reinstated a day later.

    i think it is premature for us to jump into conclusions with only taking into consideration piecemeal information and evidences correlating to the incident, our policemen though have been known on their inefficiencies and malpractices, they still deserve the benefit of the doubt.. not until all things are being laid down, due justice might not be attained..

    one thing though, i got stunned on the video footage, where some of the authorities, in cold blood, further shot the 'SUSPECTED' criminals.. seems like at that instant, those people were no longer that much threat to them..

    maybe it was indeed a shot-out but that video showed an excessive firing.

    though its premature, i dont believe it was a shoot out. witnesses who claimed they saw that the alleged carjackers did not retaliate is more credible than those who came out and claimed they were of victims of the alleged carjackers.

    if this was a police manipulation, who will police the police?

    whether or not there was actually a shoot-out is irrelevant, because from the video, it is clear that the 3 men inside the car were already incapacitated when they were shot. thus the question is, was there any reasonable ground for the police to shoot to death the 3 men in that situation. from the video, it looks to me like there was none.....

    They were allegedly carjackers. It means, they are still innocent they were not legally convicted of being carjackers.

    vern or springfield can enlighten us on rules of engagement. As far as i know, when a suspect is subdued or is unable to fight back he must be taken alive for proper interrogation. Or if wounded be taken to a medical center. I may be wrong on that. That video cleraly shows overkill. But i love the way the head bounced.

    If so innocent, why did they run and provoke the TMG to perform their overkill?
