Hello. im reading this post every night and all your different opinions are very important and well taken, and noted, so keep it up. i will inform the other councilors and mike rama of this forum so they too will get the feedback of the most well informed citizens of cebu. but not many of them enjoy the internet as much as i do. hehe. i just joined very recently when i received an email of a link to this regarding the banilad flyover only when it was finished na. so keep it coming! mabuhi ang istorya!

...and I just responded that there is no such thing as certain in this world...so whatever I do, whatever you do or others do contributes to the uncertainty in the world....even ur decision now...
I am sure will change tomorrow...which makes ur decision or u not certain. And that only Death and taxes is certain......I just cant imagine...u or Rama or Osmena to be certainly certain in everything.
Since uncertainty rules then it follows that ur argument is perfectly aligned to our side and the defect in ur logic is clear and plain.

I would rather say a " reminder " rather of arguments since I reacted to the notion that you and GODWHACKER are so firm with your sentiments though it is respected , naay kuwang which is the justification . The justification first came out by emphasizing MEDIA ... it was not actually MEDIA by core but also from personal point of views from te individual editors . To make it short , more profound ... HAKA-HAKA , BADMOUTHING and PROPAGANDA . The worst part is lately you guys decided to imply that " HUWATON " lang nato which is by nature ang inyohang pagka CERTAIN na UNCERTAIN na diay .

IT would be interesting to find out how Cebu City Mayor Tomas Osmeña would react to the views of a Japan International Cooperation Agency (Jica) representative on the manner the South Road Properties (SRP) is being managed.

If the one involved were another personality or entity, the mayor’s response would have been predictable: dismiss the suggestions and verbally lash back.


But Jica was the one that granted the 12.315-million yen loan that allowed the City to reclaim what is now the SRP and its views are critical in getting funding for the infrastructure support needed to make the area a viable investment haven.

The mayor cannot therefore afford to be harsh in his response especially now that the Filinvest plan to develop a big chunk of the SRP is being worked out.

Management

Two major flaws were pointed in the discussion with Jica and Asian Development Bank officials on the SRP: lack of a development framework or master plan for the area and lack of an organization or management structure, which is basically an overseer.

These flaws stem from the style of governance---virtually one-man rule---in the city and which has both been a boon and a bane, depending on the situation.

It is one thing for Osmeña, for example, to be overly protective of the SRP, his pet project, and another to make the effort to develop the area and invite investors overly dependent on his whims and caprices and personal and political views and biases.

Response

The only guide in developing the SRP, and Jica’s Jun Watanabe admitted this, is the one in the mind of the mayor, and despite the role played by City Hall bureaucrats one can say that the SRP is virtually being managed by only one man, the mayor.

The SRP is not a sari-sari store but a major project of the city, one that is being paid for by people’s taxes and which has already drained City Hall’s finances, thus it should be run in a more professional manner and its development planned well.

Fortunately, it is not yet late to correct the two major flaws at this stage.
