Federalism is decentralization. Federalism is empowerment to local government units. A transition period will provide poorer provinces enough time to shape up. Richer regions will provide federal aid/grants to poorer states. The unitary system has failed us. People from provinces are going to Manila for opportunities and why is that? Think of why the provinces near NCR are economiccaly better than the provinces in Batanes, Sulu, Basilan, and other provinces far from the capital. Because power, money and almost anything beautiful is going Manila. Let's go Federal. Let's adopt a system that will provide other regions equal chance of growth.
