    statiscally CEBU can Survive .. given in this kind of scenario ... imagine the rest of the provinces .... luoy sad sila .... mas maayo tang tangon ning mga hangol ug gahum sa gobierno !!!!!!!

    Federalism is decentralization. Federalism is empowerment to local government units. A transition period will provide poorer provinces enough time to shape up. Richer regions will provide federal aid/grants to poorer states. The unitary system has failed us. People from provinces are going to Manila for opportunities and why is that? Think of why the provinces near NCR are economiccaly better than the provinces in Batanes, Sulu, Basilan, and other provinces far from the capital. Because power, money and almost anything beautiful is going Manila. Let's go Federal. Let's adopt a system that will provide other regions equal chance of growth. Let's go Federal

    It will certainly work for Cebu, im not sure with other provinces especially those that are too dependent on their IRAs, and there are many of them.

    do it like china, shut everyone up, work with the people, the country grows literally fat, and then everyones happy in the long run.
