and they are updated from time to time. I think every month, and every update adds another batch of dangerous sites, adware/spywares and online parasites. So better update always.

I don't know if it's practical to block using IP Address, unless you know all the IP Address of the domain you are blocking. Some domain uses multiple IP Addresses which serve as load balancing and/or back up(?) of the server. So if you have managed to block 1 IP of that domain, you can still open the same domain you block because of the other IP Address.

The flexibility of the domain name system allows multiple IP addresses to be assigned to a single domain name..
