No POST: HDD LED, Processor/GPU/ Fans spin

Let's start with my specs:

Intel E4500 C2D 2.2 GHz (3.0 GHz, 334 * 9, 1.42v VID)
DFI ICFX3200 T2R/G (RD600 and SB600 ATI chipsets)
1 x 1GB Kingston Value Ram (1.8v)
1 x 2GB Kingston Value Ram (1.8v)
Galaxy 9800GT 512MB GDDR3, 256-bit
1 x 80GB Seagate Barracuda 7200RPM
1 x 250GB Seagate Barracuda 7200RPM
Silverstone ST50F 500W PSU

Problem Description:

Mobo standby led is on. Press power button, NO POST. HDD LED, front intake/processor/chassis/graphics card fans all spin and turn on. Mobo diagnostic and Memory led is off.

Troubleshooting:

Reset CMOS, Stripped the computer down to motherboard, processor and PSU only, same problem. Plugged the PSU direct to the wall bypassing AVR, same thing.

Now, this is the weird part. The PSU has a switch at the back, kung imong i-press and power button mogawas ang problem but quickly turn off then turn on ang PSU switch, mo boot ang computer! This computer is stable with both stock and overclocked settings. Kinsa diri magpahulam ug known-good PSU for testing? I'm trying to isolate the problem to the PSU but sadly my generic PSU cannot handle the challenge. The PSU has an active warranty by the way, pero I just want concrete evidence na PSU ang issue before I take the PSU back to the store.

P.S.: kadtong mga ST50F owners experiencing the same problem, please try switching off then on quickly ang PSU kung mo-boot ba inyong unit.

@ TS: Sir, it has come to our attention that a certain batch of ST50F was found defective or has a compatibility issue, this was relayed to us by SilverStone (Taiwan). The batch we found to have issues are the July batch (you can check the month of the FU warranty sticker at the PSU). its not weird bro COMCAM...simple ra kaayo na nga process the moment u press the power on switch sa imong PC. the power supply performs its own self-test...When all voltages and current levels are acceptable (+5v, +3.0 through +6.0 is generally considered acceptable, the 4/8pin ATX power line), the supply indicates that the power is stable and sends the "Power Good" signal to the motherboard. The "Power Good" signal is received by the microprocessor timer chip, which controls the reset line to the microprocessor. The time between turning on the switch to the generation of the "Power Good" signal is usually between 0.1 and 0.5 seconds. In the absence of the "Power Good" signal, the timer chip continuously resets the microprocessor, which prevents the system from running under bad or unstable power conditions. mao na nga bisan siga imong mga LED indicators, tuyok imong fan sa proc heatsink...dili mo POST imong system...
