it starts with the residents. why blame the government? they're not responsible for all our problems and they can't solve all our problems anyway unless we start helping ourselves. you're too dependent on the government.

The article is ironic for me, before there was no global warming that was 15 years ago, but now there's this global warming, and seawater is rising rapidly consuming the near seawater ares. More seawater = More potable water. Fresh water came from underground water reserves which are actually from the sea then being filtered underground, another is rain, and we all know that rain is from the evaporation from the sea water And also, Bohol has good irrigation and potable water, however, many municipalities and barangays here in the province doesn't have access to these potable water yet, also the governor planned to make the province a food basket for region 7, that would mean it need a lot of irrigation and irrigation is equated to water.

THIS rotten government? Guess what? The GOVERNMENT with the same culture and mindset of the same voters, will still NOT solve THIS problem among others even to the next millennium.

So we should make do of what government we have now. It's not like the past government was any better than the current.

While I admired FVR, but he could have executed this proposal during his term but he himself was too busy with his "pet projects". So his Philippines 2000 could only go high enough as painted on the roofs of public school buildings.

A corrupt government will take the funds needed for such projects (assuming the story is correct and that a water project is needed). A corrupt government will make almost any good project difficult because it siphons off funds to line the pockets of politicians.

But some sycophants just soooo love this rotten government they will turn a blind eye to corruption. Sure, they just keep making excuses not to fight corruption. Maybe GMA will give them loyalty medals.
