Good Roads 6 lanes ( fix potholes ) and a good drainage system - Good City planning
Good Credit system
Good Benefits - Good Retirement system
Oh!! and yes good Transpo system - MRT , Bus and Subway ( although guess u need to fix roads and widen it prior to implementation , that if we have any budget left )

before wala tay adventure eco-tourism parks (like eden garden park in davao, malasag gardens in cagayan de oro) mao makaingon uban tao nga ang cebu kay wala kaayo ikabuga when it comes to nature tripping...
but good thing ayala has put up the kan-irag nature park mao nga complete tourisn destination na ang cebu!!!
