What points it out is that, it doesn't have a cable. Instead, it has a plug for the wall outlet 220V and in its casing is a USB Port similar to those ones in the laptop itself.
It is recommended to use the USB Chargers rather than the laptop USB Port.
Why?
Your laptop has an adaptor/power supply which charges the battery. The battery will then supply power to the entire laptop devices including whatever it is that is plugged-in to the USB Port.
So technically, a fan plugged into the laptop's USB port is a burden to the charger and battery.
If you have the USB Charger/adaptor, you can remove that burden and ease-up on the battery and charger of the laptop.
