I just dont see any effect these rules have to better road safety.

Here a tip! Why don't they try to enforce speed limits and catch those who are driving under the influence of alcohol or drugs.

opps... guess what they don't have anything to measure how fast vehicles are going on the streets. No speed cameras and radar guns, and they have nothing to measure blood alcohol level.
