    DON'T BLAME LTO, but blame Congress (and Senate) for inserting and approving that useless entry in RA 9165...otherwise, u will be barking at the wrong tree.

    "ARTICLE III Dangerous Drugs Test and Record Requirements

    Section 36.
    (a) Applicants for driver's license. – No driver's license shall be issued or renewed to any person unless he/she presents a certification that he/she has undergone a mandatory drug test and indicating thereon that he/she is free from the use of dangerous drugs;"

    as far as LTO is concerned, they are just the implementors of that law provision.

    bitaw, ngano kaha sa... naa man unta drug test pero murag dghan man gihapon wala tugpa ang modrive. kung dili jud malikayan na mga adik mgdrive drive ug mga motorsiklo ug vehiculo... maayo unta na kung madakpan sila, labi ng overspeeding o , naa nalang unta dala daan ang mga pulis ug test pack na mo indicate if addict ba sila or dili

    as far as LTO is concerned, they are just the implementors of that law provision.
    I think that's why he wanted it (the law) scrapped or changed.
