When joining photo contests, read the rules, terms and conditions very carefully. Make sure that you are not giving away your pictures and your rights. Some organizers claim ownership of all entries, both winning and non-winning.
Since non-winners do not get anything, they should not agree to giving away their pictures to the organizers. Non-winning photographers can still use them for your other projects, or maybe for other contests.
As for the winners, make sure that organizers continue to recognize your ownership of your winning pictures. You may grant them the license, even unlimited, to use the images, but you should retain ownership, unless it's a fantastically huge sum that they are paying you for the transfer of copyrights.
