I would say amen to Fort Ilokandia. I have been there myself and it was a great experience. They offer many services such as parasailing, ATV's and they even have a paintball arena/battleground. You also have an option of going to Claveria which is a cool place too. The beaches are very clean. They have a nice lagoon in Claveria, cool waterfalls. You can also take a dip in the river which is crystal clear and very clean. You can even fish there if you like. The trip from Laoag to Claveria is very scenic especially early mornings with the fog and all.

i agree w/ chellee if cost is not an issue AMANPULO is the best place. how about @ Guimaras Island in the Panay area. if you saw the extra challenge where the jaboom twins & the garcia siblings participated that is the place i'm referring to. it's called Costa Aguada. The place is conducive for honeymooners. Also, Apo Island in Dumaguete.

If you have a limited budget, Northern Luzon has great sights to see at low prices. There are many spots that are not well known which are scenic and beautiful. If you are not on a limited budget then you can definitely do more.
